Vigilantes were eventually illegal when the hero law passed. If you want to use your quirks in public, you have to have a Hero license. It seemed the rational thing to do than have everyone jumping in to worsen the situation.
[He gives Dante a flat look after hearing how he has to rebuild his shop.]

That's why there are laws for quirks to begin with, to maintain the chaos and, keep equilibrium with the people. Not everyone develops a quirk. There a small percent of people who are quirkless, and you got the rest.

Now these days, a lot of heroes are in magazines rated for popularity, doing commercials, talk shows, and other unnecessary stuff. Media, fame, and money are some main reasons people want to be heroes.

Oh, and they work with the police too depending on the case. Hell, I get called in every time it's an over powered quirk that needs to be turned off.
